西西留 is correct, he calculated the percentage of votes obtained by PAS based on the number of voters who came out to vote, not on the number of voters who registered, as their is no indication of total number of voters registered.
Thanks. My initial translation was wrong. It should refer to 得票率.i.e. "percentage of vote to PAS per total vote". 投票率 can be defined as "total vote per total register voters". the later is incorrect. Take the figure from 2004 GE result, PAS got 8057 and total vote is 15435, and we get 52.198%(52.20%). That represent the % of vote won by PAS.
